Black Day: Private educational institutions will recognize 15 August as a day of protest

The Coordination Committee of the Karnataka Private School College Parent Association has expressed its disapproval and condemnation of private schools that marked Independence Day as a ‘black day’ in the state, protesting against purported corruption within government education departments. In a statement, the parents’ committee asserted that schools should uphold the significance of this important day and actively participate in its celebration.

The Karnataka Private School Managements, Teaching & Non-Teaching Staff Coordination Committee (KPMTCC), representing private educational institutions within the state, plans to commemorate Black Independence Day on August 15 as a form of protest against pervasive corruption in various governmental sectors. KPMTCC encompasses over 8,000 schools affiliated with state, central, and international educational boards.

Black Day

What is the matter?

  • Government regulations are perceived by private school stakeholders as excessively restrictive, limiting their operational autonomy and effectiveness in school management.
  • There is a notable absence of private school representation in the development of educational policies, leading to concerns that their unique perspectives and challenges are frequently disregarded.
  • D. Shashi Kumar, a prominent figure in the Karnataka Private School Managements Teaching and Non-Teaching Staff Coordination Committee, has highlighted the detrimental impact of this exclusion on policy outcomes.
  • Stakeholders express frustration over the government’s failure to adhere to court rulings designed to safeguard their rights and promote equitable practices within the education sector.
  • This disregard for legal mandates has fostered a sense of injustice among private school operators, intensifying their grievances against the current regulatory environment.

Why they are protesting?

  1. Concerns Regarding the Renewal Process: A significant point of contention in the current dispute revolves around the procedures for renewing school recognition. Private educational institutions argue that the existing processes are opaque and encourage corrupt practices, thereby hindering the ability to obtain or renew recognition due to bureaucratic challenges.
  2. Impact on Operational Functioning: The struggle for recognition has immediate repercussions on the legal functioning of schools and their ability to provide high-quality education. Stakeholders claim that these challenges threaten the viability of private schools and their role within the broader educational framework.
  3. Transparency Issues: The lack of clarity in the renewal process is perceived as a barrier that not only complicates the recognition of private institutions but also raises concerns about fairness and equity in the educational sector.
  4. Bureaucratic Challenges: The bureaucratic nature of the current recognition procedures is seen as a significant impediment, leading to delays and uncertainties that affect the operational stability of private educational entities.
  5. Sustainability Threats: The ongoing difficulties associated with the recognition process are viewed as detrimental to the long-term sustainability of private schools, potentially diminishing their contributions to the educational ecosystem.

Steps taken by the Govt. Teachers

  • Government primary school educators in Karnataka are set to initiate a strike on August 12, coinciding with a protest by private school teachers, in response to newly introduced recruitment regulations.
  • The educators argue that these regulations are unjust and negatively impact their professional advancement and working environments.
  • This situation underscores a wider discontent within the educational sector concerning governmental policies and their execution.
  • The planned strike reflects the teachers’ collective frustration and their demand for more equitable treatment in the recruitment process.
  • Such actions may signal a growing movement among educators advocating for reforms that address their concerns and improve overall working conditions.

It is important to recall that KPMTCC had previously expressed its concerns regarding these challenges to the former BJP administration in the state. After waiting for 1.5 years in the hope that the new government would adhere to court orders and address the issues, they reached out multiple times to the Hon’ble Mr. Siddaramaiah, recognized as the honest Chief Minister of this state, as well as to the Deputy Chief Ministers through various correspondences. Unfortunately, they have not allocated time to address any corruption or resolve the problems identified by the schools, which has led to the protest. So as a result of reply they have came to this consequences.

Conclusion

  • In response to the prevailing challenges, the KPMTCC has announced that on August 15, leaders of educational institutions, as well as both teaching and non-teaching personnel, will don black armbands to commemorate “Black Independence Day.”
  • This gesture serves as a symbolic protest aimed at highlighting the constraints on freedom and operational ease faced by schools in Karnataka.
  • The initiative seeks to raise awareness regarding the pressing issues of corruption and bureaucratic impediments that obstruct the provision of quality education.
  • By participating in this act, the educational community aims to advocate for urgent reforms and improvements in the educational landscape.
  • The observance of “Black Independence Day” is intended to galvanize support for addressing these systemic challenges within the education sector.
