In 2016, during the implementation of the 7th Pay Commission, the government reduced the DA to zero. As per the regulations, once the DA reaches 50 percent, it will be reduced to zero and the allowance amount received by employees will be merged with their basic salary. For instance, if an employee has a basic salary of Rs 25,000, and they receive a 50 percent DA hike of Rs 12,500, the increased DA will be merged with the basic salary, resulting in a revised basic salary of Rs 37,500. However, to facilitate this merger, the government may need to make adjustments to the fitment process as well.

Based on expert analysis, the upcoming DA calculation is scheduled for July. Given that the government typically adjusts DA biannually, the approval for January 2024 was granted in March. Consequently, the next revision is anticipated for July 2024. Under these circumstances, there is a possibility that DA could be nullified through consolidation. The determination of the DA increment percentage, whether it be 3%, 4%, or higher, will be contingent on the AICPI index from January to June 2024. The government had to deal with a big financial burden when it implemented the Seventh Pay Commission. Just like the Sixth Pay Commission in 2006, there were delays in announcing the new pay scale. Even though the pay scale started on January 1, 2006, the official announcement didn’t come until March 24, 2009. Because of this delay, central government employees had to receive their Dearness Allowance (DA) arrears for a period of 39 to 42 months. These arrears were paid in three parts over the financial years 2008-09, 2009-10, and 2010-11. On top of that, the 7th Pay Commission introduced a new pay scale. In the previous pay scale of Rs 8000-Rs 13500, a 186 percent DA increase meant the amount became Rs 14500.

When this was added to the existing salary, the total salary became Rs 22,880. Under the new pay scale of Rs 15600-Rs 39100 plus Rs 5400 grade, the equivalent salary was set at Rs 15600-Rs 5400 plus Rs 21000. After including a 16 percent DA increase of Rs 2226 on January 1, 2009, the total salary was fixed at Rs 23,226. It’s important to note that the recommendations of the Fourth Pay Commission were implemented in 1986, followed by the Fifth in 1996, and the Sixth in 2006. The recommendations of the Seventh Pay Commission started in January 2016, which added even more financial responsibilities for the government.
